Punjab to Conduct “Operation Shield” Civil Defence Exercise on May 31

The Punjab Home Guards & Civil Defence Department has issued urgent instructions to all Deputy Commissioners across Punjab to conduct the 2nd Civil Defence Exercise, “Operation Shield”, on May 31, 2025, at 6:00 PM. This mock drill aims to strengthen preparedness against potential hostile attacks along the Western border.
The directive comes in accordance with a recent communication from the Directorate General Fire Service, Civil Defence & Home Guards, Ministry of Home Affairs, Government of India.
Deputy Commissioners have been asked to execute the exercise as per the Civil Defence Paper Plan using all available resources. The objective is to simulate a real-time emergency scenario and test the readiness and coordination of civil defence forces in each district.
An Action-Taken Report is to be submitted by respective districts to the Punjab Civil Defence Directorate at cd.phg.chd@punjab.gov.in, for onward submission to the central government.
The exercise is a critical component of national efforts to enhance civil defence mechanisms in border states.
